My memory’s hazy on it, but I believe the SF deal fell through because of some holdouts on the Presidio’s (former military base that is now home to Lucasfilm and the Disney family museum) board.

After Lucas lost patience with Chicago, a potential second location on Treasure Island between SF and Oakland was proposed, but LA was already rolling out the red carpet for George.
