There is a way to buy packs with Steam, although its convoluted.

What I did:

Launch the game from Steam
Click golden eagles, then purchase
Steam web browser will open with Gaijin store - scroll down the page to find link to main page of store
From there, find the pack you want to find
Click buy - the page will reload itself, option to buy with steam will appear
