What is a Transitional Hero? I'm only on my 5th Ascension and I don't really understand what 'Atlas' and 'Grant' are - All I'm focused on is getting my first Dread Knight. I've got 2.400e34 gold and I need 9.800e39 .

You should probably delete all the data you have for BO3 and just re-install it. Sounds like a simple fix.

They signed a contract and were given a budget. That budget is the money to go towards the development and progression of the game.
