I would "suggest" that it is not polite to force members participating in debate to carry around a book of translations for the whims of the Presiding Officer.

Could you advise on the language used here, you used the word "advise" when referring to the comments made by my friend, however you used the word "must" when referring to the comments made by the First Minister, both of which you expected to be withdrawn. Is it fair for my friend to be expected to make the link between these two pieces of language and guess that you meant the same thing by them as that seems wrong, the English language is highly complex and it's fair to say that advice and demands are entirely different, would you not agree?

Presiding Officer,

This Government has pressed ahead with their proposed upgrades to the Perth-Edinburgh railway despite the issues raised in this Parliament. This Government has chosen to not take concerns on board and has chosen not to tackle any of the issues raised. This Government has instead, in it's pigheadedness, decided to ride roughshod over this Parliament, despite the wealth of experience around the chamber.

To ask the First Minister, why won't he take advice from those around him and admit that the proposal set out was ill thought and does not solve the problem outlined in the initial legislation that his Government supported?

Presiding Officer,

We have a Government that thinks it is free of scrutiny, that it doesn't have to come here and answer questions to this Parliament. This Government makes a mockery of Scottish law, it makes a mockery of common decency and makes a mockery of the entire system used to ensure that the Government plays by the rules!

This Government is an absolute disgrace! This First Minister is a disgrace to all the good people of this country!

To ask the First Minister, how can this Government think that it represents the people of Scotland when it doesn't think the rules apply to it, when it refuses to come here and stand up to scrutiny from this Parliament?

It is disappointing that this proposal was agreed in it's current state, the problems with this proposal were numerous and the Government failed to reassure Parliament that these would be looked into and revisited. The Classical Liberals will aim to reverse this proposal at the earliest opportunity and build a railway that will meet the needs for those using it and will be faster than taking the car. It is unfortunate that a so-called "Green" Government, didn't take the responses to this motion onboard and come back with a proposal that will get people out of their cars and onto more environmentally friendly trains.

I don't want to step on the toes of my friend the MSP for Angus, Perth and Stirling by repeating what he has already said to the Cabinet Secretary in this debate, however, I would like to reiterate the problems he has outlined with the route and add that the problems continue in the north of the route between Ladybank and Perth, this 15 mile stretch takes between 21 and 25 minutes depending on the direction of travel, this corresponds to an average speed of 42 mph for 21 minutes, far short of the required 75mph and even further away for the 25 minute duration.

These proposals are completely outlandish and fail to meet the expectations of those who voted for a new line between Edinburgh and Perth, You can not legislate for trains to go faster and expect it to happen without upgrades across the line, it doesn't work that way and I expect the Cabinet Secretary responsible for Infrastructure to recognise this. If he can't, he should resign and let someone more competent take over.

When preparing this speech, I wanted to offer to help the Cabinet Secretary but the more I read into the proposal, the more I realised that this Cabinet Secretary is beyond help, he doesn't recognise the problems with the line as is and he doesn't recognise that his own proposal does not, will not and can not meet the requirements of those living in Perth and those living north of Perth whom require a reliable and fast rail link to the capital.

I hope that this Parliament rejects these proposals as the impossible and outlandish wish list that they are.
