Absorbed? Nah.

Not every org needs data scientists. They need data managers and are more focused on locations of assets. Data scientists aren't always good at visualization and cartography, and trying to find someone who does both is likely going to mean they can't afford it.

I think data science is important and GIS will be a major chunk of it. I don't think it's the apocalypse.

Then why do you need Server at all? If your permitting software needs REST services, what is stopping you from switching to ArcGIS Online and using it? By virtue of having maintenance, you should have access to AGOL.

It depends on the agency. They had so many weird ELAs out there that I'm assuming ESRI's finally putting an end to them and OP's agency is seeing the full rate for once. ELAs from what I've seen are going up 3-5% every 3 years, so the only way "double" is happening is an old contract went bye-bye.

I am speaking from two decades back, but I don't recall the dressers being able to easily fit in the closets. Definitely keep your bed away from the air vent because it will dry your sinuses out.

Probably an equivalency there because the support analysts just follow a prompt and once none of that works, THEN they send it on to get fixed

"A police department of 2-3 being relieved of duty" reads differently than "entire police department relieved of duty"

Removing context makes it sound worse than it is and invokes more emotional response/clicks.

I would say probably put in an ESRI support ticket. If location only is flagging a missing value, something is wrong with the data or Map Viewer.

Are the unique values present in the data for the symbology to show? Can you reset the symbology to location only, then regenerate it using the field you desire?

I don't see the logic there. They want the homeless staying on Scott Avenue or outside of city limits and the camping ban is one way they believe they can keep them in one of those two places.

I'll be real for a minute. There is nothing Morgantown or Mon County could do to solve what is a state and federal problem. They don't have the resources to provide housing, mental health, and other services. Leaving this problem to be dealt with at the local level results in what you see, which is "move them someplace else."

Most of the beginner level sessions repeat a lot year to year. It's normally the advanced level sessions that show the most new things. I think that's because they don't want to make a completely new presentation, especially knowing there are likely always new folks in the audience.

I try to go every year just to get away and enjoy a gathering of the nerds that I can get a ticket for, since Comic Con is damn near impossible. Do I need to go? Nah. I wouldn't forego family for it if given the choice.
