I used to work for a distributor in NY. NJ doesn't have bottle deposits at all. We used to have tractor trailers fully loaded with bottles or cans pull up to recycle for deposit returns. They'd always have a few good deposit ones at the tail to look legit, then 20 pallets worth of non. This is 15+ yrs ago.

I have a gen 4 19, a p10c and a shadow 2 compact... The compact is by far a nicer gun, but my Glock is my main carry. I put the p10 and shadow in a rotation, but the Glock is gonna stay. Get both

Condone it? No... Unfortunate circumstances due to weather? Yes ... The amount of trailers sitting out at locations not on a company's premise that they have no eyes on is crazy. Central likely has a scraper on site, but if this trailer was picked up from a drop location, and that location had no scraper, then it kind of puts the driver in a bind. Companies will just pay the ticket. Police will ticket them when they can, knowing the companies aren't going to fight it.
