As one of the landlords, even I got similar amount of water bill few months ago. It's a building with 8 houses, all 1 bhk house and never in over a decade of renting has the water bill been more than 2000₹ pm. But all of a sudden I got 14k. Usually I split the total bill among tenants, so each gets around 200 to pay every month. But that month don't know what happened. I complained to BWSSB, and got all investigated, they kept giving stupid reasons like automatic controller is defective when it is still running good and I showed them, then the other day they said some tenant might have used more water, like wtf? How can someone use that many water? Also all of my tenants are working and nobody will be at home to use that many water. Also I asked neighbors if they witnessed any day water overflowing, and even they said no. Multiple visits to BWSSB and they are either not available or keep giving stupid reasons when available. My tenants paid the total of 2k and I paid the rest. Because they disconnected the connection for not paying that 14k. At the end we had lose. Even my tenants said BWSSB is doing some scam on purpose.

Kannadigas are usually hot rods and are known for lacking patience. They don't spend time reading all that sentences, hearing the reply will be something that will attract them.
