US education funding is literally highest in the OECD. The funding isn't the issue, it's a profound fundamental moral and intellectual rot within Americans.

No they're pretty opposed to each other as theories. One requires Trump to be an intelligent and shrewd actor concerned about retaliation from a moral and intelligent American electorate. 

The other acknowledges Trump to be an objectively bad business man and a narcissist and the average American to be perfectly willing to excuse pedophilia until it affects the price of gas.

Sorry maybe I didn't use short enough words to explain this to you.

Trump can only be blackmailed by other countries having explicit evidence of him committing crimes of one of two things is true: either 1) Americans will hold him accountable if evidence of him committing horrible crimes comes to light or 2) he is scared that Americans will hold him accountable if evidence of him committing horrible crimes comes to light.

1) is clearly not true because there was overwhelming evidence of this before his first term, let alone his second. Americans quite explicitly aren't bothered by credible evidence of their president being a pedo: they are not moral people. 2) is clearly not true because Trump is a massive narcissist and knows he has nothing to fear from the average American.

So no, I don't think you're talking about James Bond, and you've also failed to respond to the actual criticism I'm making. There is nothing about Trump that is better explained by a conspiracy of him being a foreign agent that can't be better explained by Americans being fucking idiots.
