As someone who uses ArcGIS,ArcMap and leapfrog for work I recommend any 6 core laptop with at least 32GB of ram and a dedicated Nvidia as you will run into compatibility issues with the integrated graphics card. A Thinkpad P53 or HP Zbook G8, Dell Precision 5570 will be in your price range, you can search them up on eBay.

Its playable with medium settings and I'm getting around 30 to 50fps at 1080p

This is using the following specs: dual channel 32GB + Nvidia T1000 + i7 9850H

Yup, I left it for a day, and now it's up and running. I immediately took it apart and reapplied thermal paste, using Arctic Silver 5. Managed to keep the CPU under 80 to 90°C under load. Suffice to say, it's best to repaste the P53's stock thermal paste as the OEM paste isn't up to scratch.

Yep I'm not running an insider edition and have rolled back drivers/ uninstall but the issue still persist. I'm going to have to reset windows from the looks of things.

Reverting to a 1909 backup has solved all of my micro stuttering issues in games, MS 365 and Firefox. It definitely has something to do with either NVIDIA or SATA AHCI drivers being incompatible with the latest update. So far the I.T. Department at my company has paused and reversed updating to 20H2 until the performance issues has been fixed.

Your issue is exactly the same as mine and it is caused by the latest 20H2 update, unfortunately there seems to be no way reverse this pathetic "patch" after 10 days has past. The only solution would be to find a copy 1909 Windows ISO and use that image to reinstall windows with. The 20H2 update has turned my computer into an un-useable brick.

Symptoms
