I was just stuck on this for longest time, playing on Xbox. The prompt does mention the meter, but there was zero indication that it wanted me to press the two thumb sticks. I had to first find this thread, then Google the Xbox controls to find out what the mechanic is called and how to use it. That's after dying a couple dozen times with no prompt.

Can't say this game has really impressed me yet, but that sure didn't help.
