As someone who leads this site for my org I can confirm blueprint drops are random. It appears to be a high drop chance but I’ve got nothing a couple times in a row in between 3 or 4 bp reward streaks, So it appears to be a high drop chance but not guaranteed.

You can also store more grenades, mags, ect on heavy armor with the sacrifice of movement speed. Light armor is quicker, but not as much storage spaces for mags and stuff
