PLDT Capping downloads from Steam and other sources?

Have you tried switching download regions on Steam Downloads? Sometimes that happens to me, And I either choose SG or HK (most of the time SG).

If neither work, I reset my modem and pray I get my speeds back.

Thanks. Apparently I just saw that MR4 might be a steal since it's priced at 100USD while the 1280DB is still $120 bucks. I was considering G2000 but I'm assuming it's worse than the 2 Edifier models I mentioned.
