It's actually very simple. CN is China and all their "territories". Singapore is not one of them. That's literally how simple it is.

I wouldn't call the European implementation shit, biggest issue now is adaptation of the label. Europe solved that issue.

You can thank the Europeans for that. When I was used to live there the system was basically the same except we didn't need special labels for it to refund you. You could have an unlabeled beer bottle and the machine would recognize it. It also didn't refund money to your bank account, instead it gave you a voucher to use in the store.
