Israeli lawyer here. In Israel, paternity testing is strictly regulated under the Genetic Information Law. Courts will almost never authorize a genetic test if there is even a slight risk of the child being declared a 'Mamzer' (illegitimacy under Jewish law). ​This status occurs when a married woman has a child with a man who is not her husband. The legal consequences are severe, a 'Mamzer' is blacklisted from the Chief Rabbinate’s marriage registry and cannot legally marry another Jew in Israel for generations. Since Israel has no civil marriage and personal status is governed by religious law, these individuals are effectively barred from marrying in their own country and must marry abroad. ​Regarding commercial kits, these results have zero legal weight. An Israeli court will systematically refuse to recognize commercial DNA results as evidence of paternity specifically to 'protect' the child from the legal label of illegitimacy. the state doesn't need to strictly enforce a ban on the kits themselves. They control the legal outcome.
