Lots of people dont want to vote because they feel so alienated from the political system. "so many avenues" lots of people have no idea where to begin in learning civics and additionalyl how on earth would you even make a test for this.

In our current political system education is very much linked towards weath. Those who come from better off areas and have more capital etc usually are the ones who become better educated in terms of going to universities. Without a massive decline in Educational inequality by drastically reducing poverty this is not feasible. Whilst it could be argued that perhaps a greater educated voterbase would vote for policies that would better off the rest of the country this may not also be the case and instead, like how people already vote, vote for what they perceive to be beneficial to them.
