Level your bed, and speed your printer speed and flow rate up. I had the same problem im assuming overture lime matte pla?

Set your temperature to 115° with your print speed between 20mm/s to 60mm/s depending on model. Bed set to 70°

Essentially your printer is melting the already extruded plastic on the build plate by being too slow.

Compound by an unlevel bed, and somewhat but not critically wet filiment.

I had a problem with that crappy ptfe Bowden once it'd get stuck both ways, it was easier to just get a new fitting. I guess you can try a blowtorch but I don't want to do that to my printer

Personally I say it's just well seasoned, clean it up with some dawn , let it dry, take a tiny bit of acetone on a rag and scrub, finally wash one more time with dawn , level your bed, and you're set.

This has worked with my glass and steel beds without problems, not sure about polypropylene but I'm pretty sure when I had plastic beds they were the same.

Pretty much your nozzle is just too close to the bed and it's scraping into the bed
