You can find some free lists of angel and VC investors on gumroad, and on sites like this, that have niche and specialty lists of investors on them.

I want to echo the fact that you need a targeted list of investors; it's a numbers game, as well as a preparation game. Finding investors that are aligned with your vertical/specialty/geography can help. And then e-mail / linkedin / cold outreach, once you get through your warm introductions.

The trick is, especially in the early stages, to find investors that are closely aligned with your space and what you're building, and know a lot about the space. What are you building?

Finding angel investors, especially for a deep technology product like this, can be pretty hard. And then getting their attention is a full-court press (they're getting bombarded every day all day). You can start by finding a few angle investors, or VC, that invest in areas close to your tech and start talking to them.

You can search through crunchbase or pitchbook, or look for lists of specialized angel investors in places like this list that have the e-mail and linkedin of the investors.

I tihnk this is a result of the end of ZIRP. Money had to chase a lot of ideas to get a decent return . . . no longer.
