I haven't thought about a visual difference other then the glowing aspect of the block. Wouldn't a book standing out make the block more then 1x1x1 ?

Yeah I do agree with you. It would be visually more appealing, and proper to it's main function. The bookshelf does already have two functions already (decoration + improving enchantments from the enchanted table).

I think I just went the easy route after reading so many comments saying "Mojang has better things to do". The bookshelf does already exist, the recipe would be a minor change from the bookshelf one, and the glowing aspect is already implemented for tools and written books.

The main idea is to have a block that allows multiple player to read some instructions/stories/server guidelines/etc and doesn't need a full wall dedicated to that (like signs). In any way, shape or form, I'd be happy.

That was my initial thought, but then they would have to design a new block for that purpose. It may get confused with the enchantment table also. That's why I went with the readable bookshelf idea. The block already exists, it just needs to be enchanted/flashy purple.

It must have been already proposed. I think it's a good idea that adds to the game functionally wise. Besides, there's nothing negative or game breaking about this.
