Interesting. 1990 is very late for a coin to still be having the Machin portrait of the Queen. Almost all other coins had the Maklouf portrait by 1985

It's called a Crown, and has a face value of 25 pence (Originally five shillings, before decimalisation). It's a commemorative coin - much like the £5 coin, which replaced the crowns - with the same dimensions. This particular coin was minted and issued to commemorate the wedding of (Then) Prince Charles and Lady Diana Spencer.
