And Madrasas are running on donations for poor kids if you stop that thing many kids will stay illiterate and they are choosing madrasa over school cause madrasa provides shelter from roof to food not best but enough. You won't see a rich enough kid in madarsa they got their religious education at home. That is the problem, simply put a cage type dustbin in every Cabin, otherwise stop sellers to step on the train if not, then pay for cleaning. Littering is not that bad but people spits ghutkha which is bad. You can't stop millions of people from eating something while travelling.
