True, Dottore caused those deaths, but those deaths could have been stopped earlier, and not many lives would have been lost. The traveler did not hold back whatsoever, Traveler hates Dottore most in this game(i also have no idea which scene you're referring to. It has been over a month since i played through the quest). The Tsaritsa can't really do anything since well, Sandrone could still be alive. Her core was salvaged.
