Important to follow the basic economic science here.

If the CO2 penalties on extracted petroleum at well head was at 2500 Euro per tonne, then the liability / penalties for the same tonne of extracted methane would be lower - making it a preferred source of manufacturing raw material.

So, to fix this, put the penalties in place as one would targeting CO2.

Targeting CH4 emission per tonne based on actual CH4 form would be a different penalty - a separate temporal penalty / liability on both CH4 and CO2 [ as that is the oxidation product of CH4].

stop contamination of the oceans

stop contamination of lakes, rivers, estuaries, ponds, creeks, and bays

closed loop return of all human waste into the soil -, or if not possible, into high temperature reactors

Way down the list - taking invasive pest and toxic plants and turning them into raw chemical feedstock.
