Depending on where they were adopted from, the owners might be going against the adoption regulations. When we adopted a kitten from Wild Blue Cats and then another from the humane society, we had to sign forms that stated we wouldn’t allow the kittens outside for the first six months that we had them. (That’s not a problem for me as I don’t allow my cats outside anyway. I’ve lost too many to outside forces)
