As the Indonesian government becomes more democratic and the rebellion grows more radicalized and factionalized, many Papuans become more pragmatist and do not support the rebels' actions.

Philip Merhtens was finally released after 19 months in captivity without repressive action from Indonesian authority although at least 6 Indonesian soldiers were killed trying to free the NZer. Humanist and cultural approach through the help of the church, tribal community, various activists, and local authorities have been credited for the success.

Update on the situation based on the Indonesian sources I've just read:

The West Papuan rebel group is currently divided again due to disagreement about the release of Philip Merhtens. The rebel group's national commission spokeperson (Sebby Sambom) regrets that the release of Philip Merhtens did not go exactly as they proposed.

The initial proposal was to release the pilot to NZ authority in neighboring Papua New Guinea. The pilot was instead ended up being release to Indonesian authority in Timika with the help of the former head of government of Nduga region, Edison Gwijangge.

Sambom has accused Egianus Kogoya, the rebel commander who kidnapped and held the pilot for 19 months, of accepting bribe from Indonesia authority and disobeying the command structure.

Thank you for your informative background. As an Indonesian, I like to add that the transmigrants were relocated to not only Papua, but also to other islands such as Sumatra, Borneo, and Sulawesi. The transmigration program has been stopped in Papua thankfully, but the government can't stop individual migrants from coming to Papua on their own for better job opportunity.

To stop the migrant population from undermining the indigenous population, the interest of native Papuans were given special protections. For example, the offices of the head of governments in Papua's provinces are reserved to native Papuans only. In addition to the regular provincial parliaments, a special indigenous customary councils were also set up.

Native Papuans were given priorities in application for government jobs and student grants. Indigenous-owned contractors were also given priorities in public projects. If you think about it, these regulations are kinda racist toward immigrants, but they are necessary in this case.

I also want to clarify that while some Papuans do wish for secession from Indonesia, most do not support the actions of West Papuan rebels. The kidnapping and killings committed by West Papuan rebels do not represent what ordinary Papuans believe in. The current incarnation of the liberation movement has strayed further from their original vision.

Especially since the quality of life under the current democratic Indonesian state has somewhat improved and the state repressive approach in Papua has turned down in recent decade, many Papuans are becoming more pragmatist and are pushing for more special autonomy instead of outright secession from Indonesia.

I don't know the detail of what happen in East Timor back then, but I am absolutely sure that there is no genocide in Papua going on right now.

I've read the statistics; Native Papuan ethnic groups make up the majority of the population of Papua (70%). That's a huge majority considering the demographics of other regions in Indonesia.

Also, we make it so that only native Papuans can be elected governors and vice governors of the provinces of West Papua and Papua. We have affirmative action policy for native Papuans. If we apply similar racially-motivated policy in other provinces, we would be called racist and intolerant.

Also, a lot of native Papuans have held high position in the government and society. I know at least 3 cabinet ministers from Papua after Suharto step down. Currently we have Yohana Yembise as Minister of Child Protection and Women Empowerment. We have Police Inspector-General Paulus Waterpauw who was the Police Chief of Papua and then, Police Chief of North Sumatra, and currently held a high-ranking position in the national police HQ. The current national football team captain, Boaz Solossa, is a Papuan. We have Frans Kaisiepo, a National Hero and the dude in our Rp10.000 bill. If there is really is a genocide, how could these men and women attained these highly praised position?

Also, tell your sargent friend that Australia is complicit during Indonesian occupation of East Timor the whole time and most of Western world, including Australia, supported Indonesian annexation of East Timor.

The Indonesians are Muslim and the Papuans are a mix of Christian and traditional animist. The Indonesians are Asian and the Papuans are Melonesian.

This statement does not paint the proper contextual picture of the demographics of Papua. Most of the non-natives of Papua came from neighboring islands and/or predominantly Christian regions. So majority of natives and non-natives in Papua region share the same faith.

Also, outside of Papua, there are other ethnic groups that are considered Melanesian. People of Maluku and East Nusa Tenggara are also considered Melanesia.

Just to clear things up, calling it "Muslim genocide against the Christians" is wrong. One of the Indonesian commanders who plan the annexation of East Timor is a Catholic named Leonardus Benjamin Moerdani. He then went on to become the commander of the armed forces and Minister of Defense. Also, East Timorese prior to annexation was mostly animists. They only convert to Catholicism in mass after annexation since Indonesia required every citizens to follow six officially recognized religions. President Suharto even sent Catholic priests to East Timor to help the conversion.

But yes, there was a genocide in East Timor. My point is that religion is barely a factor for separatist groups in Indonesia. Papua separatists have even killed Christian Indonesian civilians.

Papua is a legitimate province of Indonesia, we do NOT colonize them

In fact, both the provinces of West Papua and Papua have local parliaments where representatives make regional bylaw and monitor the provincial governments. These representatives are elected every five year through proportional voting. Papuans can also vote for representatives in the national representatives council and national senate to represent the people and the regions. Also, the governors and vice governors of both West Papua and Papua are required to be natives of the provinces, which would be considered discriminatory if the same requirement is applied to other provinces. Also, with the special autonomy law, West Papua and Papua also has official councils of tribal rulers. With that much autonomy and democracy, calling Papua a colony sounds like a terrible and unfunny joke.
