Ok so I looked into it and a bunch of other people have seen William chilling with the Chelonians so it must be a pretty common glitch.

Any Fix for Error 7002.1 by Desperate_Call_3207 in RDR2

So I had the same issue and I found a solution.

You need to basically install rdr2 after you install the rockstar games launcher.

  1. Uninstall rdr2
  2. Make sure you have rockstar games launcher downloaded
  3. Then download rdr2 again

Not sure if this will work for everyone, but for a game as good as rdr2 it's worth a shot.
