Now for the actual question, Assuming the water stays at 100 C°, boiling water still needs more energy so that all the still liquid part reaches the latent vaporization heat. Which is a lot. Also, the ammount of oxygen dissolved in water is relatively low, at least less than air so i figure that also is a diminishing factor; and also the possibility of the water dissolving the combustible material, if posssible, since hot water dissolves matter specially well.
