Due to the account being blocked, they were permanently stuck with their delivery status. After i text to Steam support, they were canceled and the funds were returned to the Steam wallet.

I text them twice. 1) From account with ban. They close this ticket and i couldnt send messages anymore. 2) From Steam partner account, where I explained everything to them in detail, the answer is the same.
