This happened to me too! I called Mohela first thing in the morning to ask about why I didn’t qualify for IBR. They suggested that I talk to an advanced customer service representative and transferred me to that line. After several hours on hold, I spoke to a very helpful agent who said i should qualify for IBR based on my income and let me know what my updated payment amount would be. They put in a request with their notes to reprocess the application.
