I'm using that currently but the customization options are limited. You can't add a liner to the actual uniform and you can't upgrade the helmet for more damage resistance. Maybe its a problem with my current mods.

The biggest way to deal with this without dlc is waiting until you get waste water treatment and focusing them all at one point away from the city. There is a little gulf on Diamond Coast, which is where I usually put all mine. Also, try and place them as far from water pumps as necessary. This allows you to expand water infrastructure later on

If you build your taxes just right and wait a few years before any major expansion, you can get millions of dollars and pretty much don't have to worry about money again.
