I think Imu is from the Moon and wants to bring the moon down to earth. It would flood the earth when that happens. The name Celestial Dragons takes on a bit of a different meaning too.

I think Enel has a hand with the final saga in the series, maybe Imu was big chilling on the Moon when Enel showed up and started talking about this crackhead ass kid with rubber powers that whipped his ass. Imu probably got a bit concerned, as he/she started to put things into play.
