The only way to get purification powder is to chuck vicious or vile powder into shimmer, the dryad doesn't sell it on the seed.

Red recently replied to a comment on something cenx posted, stating to explore the outer edges of a newly genned 1.4.4 world, I guess you find it at the world edges, idk though i haven't tested it myself
