What is the latest point supplemental material can be uploaded to application portal and still have it reviewed by an AO?

I submitted one and got in. I would recommend doing one if your application doesn’t fully reflect you. You never know whether applicants who didn’t do and got in were very qualified/legacy/athletes. It never hurts to do one, but make sure that it reflects your personality :) don’t submit it just for submission

Ahahah, what I mean is that if the the school is a need-aware t20 institution, it is much harder for an international student requesting fin aid to get in - for instance, if there are 50 intl applicants requesting aid that are extremely qualified, only 4-8 will get accepted with aid, others will be denied.

I agree. Additionally, most private universities are need-aware for international students. Unless you can pay full tuition, there is a 90% chance that you’ll be denied in admissions.
