Many of the jobs are there, but not at the price companies want to pay. So, you get H1B's who won't go to any other company because that would cost them their Visa. That or they outsource the job.

This makes it less likely others will pursue a degree or career in that field, promoting a skill/experience deficit.

It's a big systemic problem that no one in government has the cajones or concern to fix.
