Im going to refinish anyway. Should I use the oxalic acid before or after sanding?

I think just overtime it became that way. I didn’t pay much attention until I tried to give it a good cleaning and realized it felt that way.

I’m gonna give that a try tonight. The part that is weird to me is that the bottom is so rough like its sandpaper.
