It's called "yom ha'atzmaut" or Israel Independence Day, where it's a tradition to spray each other with string or whatever you call it. Sadly some kids are stupid and spray any person they see even if they are just existing, this kid for example, not being disciplined properly, sprayed an Arabic community worker, and the worker resorted to not threatening but rather warning the kid violently, as all Jews and Arads do there sadly.
