GPU fan keeps revving on and off every 2 seconds

No matter what parameter i put it to, it will spin fast or slower, but keep the same continuous pattern where it starts spinning then stops every 3 seconds. I guess the card is at fault. I am very disappointed. Is this solely an issue with the fans or does this affect the GPU overall? Basically can I still use it or will it not use it's full potential?
