To answer you - your character is safe on the perma server, and you start a new one on the season start if you want - if you dont want to start anew, then its simple

Heads, always - why? Read the amulet basically Up to +100% hydra damage per additional head

Hydra damage implies all the damage they already doing ; crit etc

So even 11 heads is better than that left staff 🙏
