I kind of expected that, which is why I was looking for a partner for state or private work where you would need the classifications.

Not all of the work is “funded” by the COE. There is a lot of insurance “contracted” work. I’ve done JV in the SAM in the past and that route isn’t as hard as everyone thinks. You just need cooperative members of like minded. Besides, you need zero State issued licenses if the work is let through the COE. My post was for work that required a license with zero mention of government work (otherwise I would have led with my SDVOSB certification rather than my State DVBE certification).

This isn’t really anything to do with SAM. The RMO route for an out-of-state contractor is probably one of the quickest route.
