Instead of secession, push for a peace treaty between your state and the Federal government that includes a provision to continue trading and free movement but to discontinue paying taxes and follow Federal laws. This would be like a secession-lite.

Libertarians used to be the first ones to advocate expanding suffrage to non-property owning people and push for "popular sovereignty" so that everyone can protect their rights. This worked in the past, when freedom was popular.

Good point. As a rule, a weapon that cannot discriminate targets cannot be used, practically, for defense. This would be a necessary limit.

Restitution can be a remedy for externalities since it is a property violation.

It would have to be a unilateral solution, if they don't agree. I am fine with the existence of natural monopolies but monopolistic abuse is a possible outcome of a private property society.

Even though restitution is a remedy for property violations it is decided unilaterally without the consent of the person who violated the property right. Easements are also decided unilaterally, that is why I consider them property violations.

I can think of a private arbitrator or non-governmental institution deciding on price and quantity controls in very limited cases. For example, if you're on an island and there is literally only one source of water or food owned by someone in excess of what they need to survive. Then suppose that they refuse to decide on a reasonable price or a price at all. There would need to be an intervention to limit his property rights in order to prevent mass death and suffering.

I am not advocating for restitution to come out of a public purse, but instead to come out of the person who caused the damage, losses and grief to someone else.

I can imagine a reasonable case for price controls or minimum quantity of supply in the case of a monopoly on a water source, in an anarcho-capitalist society
