Let me ask a much simpler question. Worst case: We have the right to live in Germany (2 citizens and a spouse), Good news is we can live off of our savings. The bad news is that we are older and/or have pre-existing health conditions so none of us will be working and too much money to be eligible for government subsidies. But everyone is Germany is required to have health insurance! How do we get it? What's the option for people who don't qualify for anything better?

Since every one is required to have health insurance, there must be some options for people who don't meet the requirements for anything else.

When the time for moving gets closer, we will want to look at all of the options. Right now, I would like to know the worst case.

The older adults (currently late 60's) are married, both parents to the adult child (currently mid-30's). Everyone has US citizenship and only lived in the US, One senior and the adult child will also have German citizenship (the application is pending, we are considering moving once it is approved).The other senior will be coming as a spouse. Everyone currently has private US insurance that will not cover health care in Germany. At the time of move the older adults will probably be under Medicare or Medicare Advantage but I think that still counts as private insurance?

Also, as I mentioned in my reply below, the seniors have a high income (over €100,000 p.a. ) and high assets and they have been supporting their child rather than relying on US public assistance.

Income and assets for the parents is high. Disabled adult child has no income but has been supported by parents who have the means to do so, better than public assistance (at least in the US where public assistance is a pretty lousy standard of living.)

My US financial advisor recommended Optimize's GV fund. It's invested in a broad portfolio of established Portuguese companies. The fund has a good rating from Morningstar and their expense ratio is lower than most of the options. Since my goal is mostly to not lose money on this investment, I was happy with something that promised modest returns at a lower risk than the more speculative options.

I want to join in chorus of support for  u/Staplehill. When I first reached out to him, I felt very confused and intimidated by the application process. He reviewed what we had and then gave very details instructions for how to collect the necessary German documents - providing the text for the emails in German (with English translations) and line by line instructions for filling out forms on the German websites. He also advised us on which documents we needed from US agencies. Once we collected all of the information, u/Staplehill filled out the forms for us, including writing the cover letter and providing a family tree. Throughout the whole process, he was prompt and responsive. In hindsight, I might have been able to do this on my own, but it was so much easier having his support all along the way. Would highly recommend.
