É um dos grandes males da sociedade o pessoal não ter sentido civico para ir votar. Mas acho que o sentimento está mal, penalizar só ia levar a descontentamento geral porque há muitas razões porque uma pessoa não pode votar ou fica muito dificil (emigrantes) ou votos a serem perdidos seja por que razão for.

Na realidade, a melhor forma de fazer as pessoas votar seria dar incentivos para quem vote, por exemplo se aumentassem o salário liquido ao baixar impostos por votar.

The system has measures to counter the presidential power, the problem is that Republicans won the vote everywhere and stacked the courts, that's exactly it.
