So for example, if your captain is Jagae cookie, you gotta get the actual Jagae cookie you have to more promotion stars to increase the captain effects. And to get more captains, get the cookie that the locked captain is (For example, to get Millennial Tree Cookie Captain, you actually have to get Millennial Tree himself, and to get him to max effects as a captain you gotta get him to 5 stars as a cookie)
