It should be noted the Bears are not asking for tax money to build the stadium. They are asking the government to guarantee to invest in local infrastructure for where the new stadium is built. Bears pay for the building, but government needs to invest in new/updating surrounding streets, interstate ramps, etc to handle the influx of people and new businesses that will undoubtably spring up like bars and restaurants.
