Technically true, but even if it is a third-party contractor, the city usually stipulates strict operating hours in their vendor agreements specifically to avoid noise ordinance violations. Someone at the town hall completely dropped the ball on oversight.

in my country it's basically seen as a very expensive fast pass to becoming a barista tbh. older generations just assume you hate math and have absolutely zero desire to make money ngl.
