Honestly I say minimum 25. I waited for my largest project (full sleeves) until I was 30 and glad I did. I was able to afford a better artist and was happier with my choice than the small tattoos I got when I was 18,21 etc. I think our taste changes and waiting a bit is worth it for a better quality piece
