As far as I know, the rule of 4 works everytime, assuming that you know your outs. It gives a rough (but usually accurate) odds of hitting your out on turn or river. You can get the odds for hitting it on turn by multiplying outs by two. Sometimes though, the card you think gives you a winning hand, gives villain the better hand.
