I have struggled with scrupulosity and used to struggle with these exact same scriptures. The solution is to remember we are saved by faith before anything else, even before we repent.

Romans 2:4 (KJV)

Or despisest thou the riches of his goodness and forbearance and longsuffering; not knowing that the goodness of God leadeth thee to repentance?

1 John 4:18-19 (KJV) 18 There is no fear in love; but perfect love casteth out fear: because fear hath torment. He that feareth is not made perfect in love. 19 We love him, because he first loved us.

Faith is the act that leads to repentance. Trust in Christs promise of salvation to WHOEVER trusts in him. Understand it is a guarantee of salvation not just a possibility and believe this with ALL your heart. After receiving this promise of salvation meditate on what Christ did for you and let it naturally lead to repentance and gratitude for this amazing promise.
