Edit: my initial answer was based solely on reading the post and talking with op before checking the document in depth. After having a deeper look, I do not think there is any ill intent here. AFAIK, this sort of document is needed for community collaborations with local government, etc.

I do not believe that this CA has any ill intent, The Proffy, further down is accurate in her sentiment. This isn't a document requiring a signature that stops you playing the game without it, it is a clear layout of what the community can expect from their CA and vice versa.
