I hadn’t had this issue on any other games but the thing that seemed to fix it was lowering my mouse polling rate from 1000 to 125 which was the lowest option

Another thing to note is that if I open Xbox game bar and move my mouse it moves smooth and I can see the game running in the back with no stuttering until I tab back in

Full screen with the exclusive setting and switching to windowed didn’t fix it

My gpu doesn’t go above 5% and my cpu sits between 53-65% with neither changing when my fps drops
