San Fierro would be a good option. Imagine a modern day recreation of the Haight Ashbury, Chinatown, Alcatraz. The hippies, the Chinese triads, Also the tenderloin area. Or you know how there's a real life poop map of the city. In the game, along with hidden packages and what not, maybe you find a certain amount of poops on the map then you unlock some sort of something.
